Independent oversight bodies rather than the agencies they reviewed. PCLOB found that the Section 215 programme lacked a viable legal basis and had not made a concrete difference to any counterterrorism investigation it examined.
What this collection cannot tell you.
The Snowden documents themselves are not in this collection. It can tell you what oversight bodies concluded about a programme; it cannot tell you what any individual leaked slide says.
