What this collection cannot tell you.
They do not agree with each other. That disagreement is between government bodies rather than between the government and its critics, which makes it more useful than a single authoritative account — but it means "the investigation found" is never a complete sentence here. Which investigation matters.
We say this on every collection because an absence in a curated release is evidence about the curation, not about the world. Why that distinction runs through the whole product.
