What this collection cannot tell you.
The report’s conclusions and its evidence are different things. The exhibit volumes contain the transcribed interviews and subpoenaed emails themselves rather than a characterisation of them, and that is the material to quote. Where the two diverge, the exhibits are the primary record.
We say this on every collection because an absence in a curated release is evidence about the curation, not about the world. Why that distinction runs through the whole product.
