What this collection cannot tell you.

This is what the DOJ chose to release, in the form it chose to release it. Redacted passages are not indexed because there is nothing under the black bar to index, and material withheld entirely never appears at all. A search returning nothing here means the released set does not contain those words — it says nothing about whether such a document exists.

We say this on every collection because an absence in a curated release is evidence about the curation, not about the world. Why that distinction runs through the whole product.
