The Agency’s own files, released under FOIA. The CIA publishes them as scanned images that no search engine can read, which is why a mirror exists at all.
What this collection cannot tell you.
These files survived by accident. The programme’s operational records were destroyed on the Director’s order in 1973, and what remains is largely financial paperwork that escaped the purge because it was filed elsewhere. The collection can tell you what was paid for and to whom; it very often cannot tell you what was done.
We say this on every collection because an absence in a curated release is evidence about the curation, not about the world. Why that distinction runs through the whole product.
