A separate branch of government examining the agencies, rather than the agencies reviewing themselves. This is about as independent as a US government source on this subject gets.

What this collection cannot tell you.

Constrained in one specific and important way: by the time the Committee reached MKULTRA, the programme files had already been destroyed. The Committee was working from what survived, and said so. Its silence on a detail is often the destruction speaking, not the Committee.

We say this on every collection because an absence in a curated release is evidence about the curation, not about the world. Why that distinction runs through the whole product.
